Labour hire/on-hire classification arrangements

Since 1 January 2006, if you are an on-hire employer, under the classification system you are required to allocate remuneration paid to your on-hired workers to the respective WorkCover Industry Classification (WIC) of your client’s workplaces. This is achieved by registering workplaces to your existing WorkSafe insurance policy and allocating your client’s WIC(s) to these workplaces.

The workplaces for your on-hired workers can be registered in any of the following ways:

  1. You can register the individual address of your client’s workplace where your on-hired workers work (workplace level); or
  2. You can register a new workplace at the classification level, if the workers are on-hired to workplaces that have the same classification (aggregate level) i.e. all remuneration in respect of workers allocated to workplaces which have the same classification can be aggregated under that classification; or
  3. A combination of the above.

The classification (Employment Services Administration) was created for existing on-hire/employment agency internal administration staff who are employed in either recruitment/placement services and/or on-hire administration.

The classification system for on-hire activities provides a greater incentive to on-hire employers to improve workplace health and safety, and removes any inequity between on-hire/employment agencies and other employers.

What you need to do…

  1. Supply the following details to your WorkSafe agent, as early as possible, for the coming policy period:
  2. The legal name and business name of each on-hire client.
  3. The address of your clients workplace(s) to which you on-hire.
  4. Your internal staff/administration address.

Upon receipt of your details, your WorkSafe agent will allocate the appropriate classification and advise you accordingly.

When you know the classification, you must advise your agent of the workplaces you would like to register and the relevant remuneration.

Your WorkSafe agent will register these on-hire workplace(s) to your WorkSafe policy.

Once your WorkSafe agent has recorded all the relevant information, they can provide an estimate of total premium payable for the coming policy period.
